- Eritrea (nationality)
Ahmad Oumar al-Dabbashi
- Commander of the Anas al-Dabbashi militia & Leader of a transnational trafficking network
- 30 years of age
- Libya (nationality)
Mus’ab Abu-Quarin
- Leader of a transnational trafficking network
- 35 years of age
- Libya (nationality)
Mohammed Kachlaf
- Commander of the Shuhada al-Nasr brigade & Head of the Petrol refinery Guard of Zawiya’s refinery
- Libya (nationality)
Abd Al-Rahman al-Milad
- Commander of the Coast guard in Zawiya
- 29 years of age
- Libya (nationality)
